Judge Norman H. Jackson (BS, MS, JD) was a founding judge of the Utah Court of Appeals. Judge Jackson served terms as presiding judge and associate presiding judge of the Court. He initiated and supervised the Appellate Court Mediation Office and served on the Judiciary's Alternate Dispute Resolution Committee for 13 years.
During his tenure, he participated with his colleagues in about 2400 appeals and authored approximately 800 case decisions, most of them fully crafted and published. He has been recognized as the "guru" of Utah Standards of Appellate Review. (See Utah Bar Journal Articles, Vol. 7, No. 8, October 1994 and Vol. 12, No. 8, October 1999.) After a sabbatical teaching English writing and speaking skills to doctoral candidates in Guangzshou, China (formerly Canton), he resumed his legal career focusing on appellate and trial practice strategy and resolution of disputes via negotiation and mediation.
Prior to his judicial career, Judge Jackson was senior and managing partner of the Jackson, McIff and Mower law firm. He enjoyed a wide-ranging practice, including civil, criminal (prosecution and defense) and administrative law cases. His clients included banks, utilities, farm credit organizations, department and building supply stores, car dealers, irrigation and ranching companies, and small businesses. He also served as attorney for two counties and two cities.
